    So do you use BrowserHax on your EmuNand to install the .cia files? EDIT: I was able to inject FBI into HS.app, all is good in the world. Thanks guys!

    Here's something weird. I was able to install everything on my downgraded N3DS (9.2.0). Of course, I have to hold down the R Button while rxTools loads, otherwise I get the black/red screen.     Just wanted to let everyone know that I finally got it to work! Out of desperation, I placed the sysUPdater0.4.2b onto my 3DS using ftBRONY. And it actually worked! I'm on 9.2.0-20U. Thanks a lot guys!
