    That depends, I don't use pirate software on my modded Switch, so I keep my firmware at 20.2.0 or something like that because newer firmware broke a lot of homebrew stuff. And I only care for homebrew stuff.

    Try removing any references to kip files from Hekate ini. Most boot issues I had in the past were related to those.

    I believe you're downloading a NSO NSP made with CaVE Database Manager. These all seem to be in Russian because it's done by russian pirate sites. If in doubt, look inside your SD card (Atmosphere/Contents) and delete the folder "0100C9A00ECE6000", if it's there.
