    Been facing a similar situation on my end, I bought 6 of Dreamcast consoles (mix of VA0 and VA1) all boards show 2v on the 3.3v rail (at the input pin, tp117, and at pin1 of ic104) , even after cleaning the pins or using tp117 as an injection...
