    ROM Hack Grand Theft Auto Chinatown Wars AR code fix

    Works perfectly for european version bar a few exceptions. 1) I can't use the flamethrower, which is unfortunate due to one of the missions needing that. And: 2) I can't respond to arsons while doing vigilante missions. There very well may be more, but those two crash the game consistently...
