You can do the mystery island code as long as you have an empty lot, even before getting 10 villagers. You can't invite more than 1 villager per day though, so just put down 1 lot per day. It's not the movies or games downloads that I would worry about, like breaking into networks, downloading encrypted things, spying on network traffic. I have seen so many "Top Secret" seals on files when I was a kid

Ship to ship communication software for the Navy although without access to the encrypting chips it was mostly useless
