No your best bet would be to buy a hdd/usb or you could use loadiine which lets you put them on your sdcard, though you can't play online- FilleX

you can install disc only games but i haven't looked into it that much and yes you can install eshop only games such as VC games- FilleX

2 you just need the dlc on the system no need to download the game if you have the disc 3 yes you have to run it everytime you restart- FilleX
