    It should be the bare plain minimum to perform system updates, formatting and such; after all, it's just a recovery mode. You can find the list of all system titles on 3dbrew (3dbrew.org/wiki/Title_list), it lists which ones are available in safe mode. You can see it's just v0 of native stuff...
