    The solution is to change the contents of this direction: Root SD -> Luma -> Tittles -> Game ID -> edit the locales with the english abreviature Example EUR SP(spanish) etc, the program only detects english now.

    Where should be located the "locale.txt", for the out of region DLC to work?, neither tittles folder or locale folder inside luma folder work anymore
