    There's a bug in the current version. A new release will be out in about 3 days and it has fixed most if not all of the bugs, and allows downloading modpacks through url.

    This is written in C#, so I don't think it will be ported off of windows. Although it is possible, its unlikely unless someone wants to spend quite a bit of time just for you.

    Try seeing if the ip is correct by FTPing to your 3ds with something like this https://github.com/mtheall/ftpd and filezilla. The FTP cia should tell you what the ip is, and if it connect than you know there isn't any problems between your computer and 3ds.

    Are you running Kit-kat as admin? Firewalls are annoying sometimes. Are you sure that you have your 3ds's ip address entered in correctly? Try restarting the computer.

    Uninstall connectivity then go to the windows 10 settings->Network and Internet -> Mobile hotspot. Turn it on, than connect your 3ds to it. In the settings it should give you the ssid and password. After connecting, the same Mobile hotspot settings panel should show you your 3ds's IP address...
