    MAX77620 regulates the 1.8v rail. Output can be measured on one of the large inductors beside the IC. It also outputs many other 1.xv rails. Can be a bad coil, or bad MAX77620.

It would require boosting since the battery voltage is always below 5v, which leads me to believe it wouldn't be required to start the device as everything logic based is 3.3v or lower.     Good work! This is why it always helps to test around an IC before you go to replace it, sometimes components around it really are the problem you just never know! Based on this info I wonder if the 3.3v rail actually comes from a transistor above M92 or in that area above Audio IC? Strange...

    The shorts you are measuring on MAXX77621 aren't likely true shorts. I've gone over this a lot those rails are very low voltage and therefore very low impedance.     I'm fairly sure the 3.3v logic/IO rail is switched by MAXX77620. Take a diode mode measurement above P13USB there's a large capacitor on this rail.     This one is just a normal Amscope binocular scope off Amazon. I just use the 0.5x lens that comes with it nothing special. I also use an Eakins trinocular scope I bought from China, same deal no fancy lenses but I use a more powerful light since you lose some to the third viewport.
