I have the same issue.
Setup:
Hardware: DS Lite
FlashCard: R4 SDHC Dual-Core
TWiLight Menu++: v27.12.4
nds-bootstrap: Release v2.4.0
I've found this thread too on GitHub that I'm not allowed to link because I'm. a new user.....
Any ways it said that certain versions of twilight menu had cheats...
