    same problem. My relocator doesn't find celebi either. I'm pretty sure (not completely though) this celebi should also unlock giovanni, which it didn't. I noticed something odd: it says celebi hatched from an egg on fullmoon island, but since it is an event pokemon, it shouldn't have come from...
