    Do you have Adrenaline setup on your vita to play PSP? Or possibly use gpsp core in vita retroarch but don't think it is as fast.

    GDEMU will run as ntsc refresh rate but still as a PAL region. It will be at 60hz.

    I believe they will run at 60hz as that is determined by the software not hardware.

    Yes some work better on PSP (eg SNES) so try via Adrenaline and see which you prefer

    You need to make sure the usb has the right permissions. There is a small exe available to do it.
