I created this a while back, so I figured it deserves an upload here. All this is is a simple homebrew application to swap B9S payloads quickly and easily right on your 3DS, without having to go through FTP or a file manager or whatnot. It's useful if you use more than one CFW, and want to swap quickly from ReiNAND to Luma3DS or vice versa.
If you're asking why you should be using another CFW at all, this isn't the tool for you. It's mainly for power users and customization freaks more than anything else, at this point.
In addition to being available here, PayloadSpinner3DS is also available on TitleDB and on GitHub. You can use FBI to download and install it to your 3DS directly.
