Hacking won't work when i use the menu

i finally got the backup loader installed the only problem is if i hold one to load the menu so i can change the region or what not and then when i launch the game it just goes back the the backup loader main menu. i tried booting with out pressing 1 and it works fine but this mean i can only play ntsc games. any one have any ideas on how i can fix this or what i might be doing wrong?

I am running 4.2u
