Hacking Wii skips health and saftey and other cleaning up

Hi,
My friend has had his Wii hacked at several places and he wants to fix it all now. I've updated Homebrew Channel, installed the newer cIOS and some forwarders. I realized the health and safety screen is just "skipped". I want to revert that, and revert any other stuff that shouldn't be there anymore. I will add a video of it at the end.
Also, i want to see if there is any IOS's that are outdated or dangerous that i should delete. I've add a syscheck.

Sounds like Priiloader is installed and set to skip the H&S screen. Hold down reset while powering the console on and you should get a menu.

Oh, forgot to say, that was the first thing i tried. No Priiloader is installed..

Priiloader is my guess as well, I can't imagine anything else that would do that. If it isn't installed then maybe it was at one time and installing it again and disabling the health and safety skip might work?
