Is there a way to do this fix without having to mod the vWii?

I want to do it for any Wii injects I’d launch from within the Wii U menu.

From what I understand I’d need another external for a vWii mod.

So I’d rather just have the Wii U modded.
Is there a way to fix the image quality without modding the vWii?

You can actually use an SDCard as well, I launch some Wii games from there. using USBLoaderGX.
But yes, right now (in my experiencie) the only way to fix the chroma shift and overscan is to use evWii + USBLoaderGX frame-buffer. You can either use 720x480 DMCU to get the full output picture without any borders being cut (scaling the image using your TV to remove the black borders) or you can also set DMCU to 640x480 so the DMCU itself will take care of it and not the TV.

Remember that if a game sets the VIWidth higher than 640 and you put "640x480" in the DMCU, you will lose part of the image. So use frame-buffer on USBLoaderGX (plus to fix the chroma-shift issue)
