They're all in a file named sound_data.sdat
NSMBe can't edit SDAT (yet) so you'll need other programs.

Are you sure it is not buried deep in the SWAR files? I ripped it and along with a bunch of yoshi sound effects there was a lot of in game.

Afraid I can not be bothered to trace it back right now though and did not hear it in the ones I listened to (there are about 1000) although I do not do well picking out slightly different sounds- although there were a lot of voice samples and other effects (doors and such) many were scales on various instruments and no names to help out.

http://filetrip.net/nds-downloads/utilities/download-nds-sound-extractor-04-f28818.html should be able to parse SWAR (indeed I just fed it the entire ROM) and spit out wave files.
