shop around, go for a 3ds with firmware on 10.3 or less (will save you a lot of hassle). And make sure you get a quality SD card and not a fake knock off card

Most likely you'll have to install luma cfw yourself

Your in Iraq, you'll have check yourself to see what is costs where you are, here i can get a 3ds for £50 and an SD for another £12

Worth mentioning that ALL unused small o3ds are guaranteed to be under 10.x as production was stopped back then!
