In theory, you could run the exploit and then run 3ds_dsiwarehax_installer. Not sure about this though

if you have an arm9 vuln, yes. if you don't, no. latest arm9 vuln publicly known was patched in 9.5, and was used on 9.2 and lower.

Yes. Downgrading without it would require an ARM9 exploit, which if we find one, you don't even need to downgrade.

Oh. I suppose an ARM11 exploit would let you install the TWL titles (as they're legit CIAs), so slowhax-powered FBI could fix it. I suppose you'll have to wait.

Aren't they in the update files? I think update files are legit (that's why downgrade works)

yup. makes stuff slower on n3ds, no change on o3ds.
