Where can I get a legit link for the USRCHEAT.DAT file?

What do you mean? AKAIO usually comes with a usrcheat.dat

As I recall, you can update your USRCHEAT.DAT via wifi in AKAIO.

i uploaded it some time ago and its the latest one (includes black 2 and white 2)
or if you don't trust that then you can go ahead and download the ds-scene rom tool which will download the latest database when available

No, I do not think so, but you can use r4cce to manually convert the latest database into the xml format.

you use ds scene rom tool to download the CMP cheat file.
