Using GodMode9, when I select "build CIA from file", do the .cia come already decrypted?

Couple months ago I build .cia files from my cartridges, but I just stored on my PC and don't tried to play or test. Since then I'm with this question in my mind. So, do the .cia files come already decrypted or not?

I'm talking about the 4th option that appear on this menu.

AFAIK, no.

You'd need to decrypt them separately, GodMode9 can do that iirc.

Is there a tool that can tell me if my ROM is encrypted or decrypted?
