Hacking Unsigned XEX?

I'm pretty knowledgeable of the 360 general, but I've known about this particular XEX for a few months now and I was wondering if anything could be done with it. It is signed to be launched from a Savegame Package, so I'm assuming if this was compiled into a CON file, it would boot. Any insight as if this could be used for anything?

I never seen it before but my best guess is that it is a upgrade file for a saved game that can be adapted or used with a new game.

For example: Forza 3 save that can be used in Forza 4.

edit: doesn't make any sense at all but I still think it has something to do with it.
