Are you asking if it would qualify you for a job? If so, I think that would depend entirely on the job description and the expectations of the employer.

This is definitely NOT acceptable.
Everyone knows that any Indian tech support person types much faster than that.

Please don't care about my WPM,I am new to typewriting,I am only to get my certificate only after improving my wpm.

I... honestly can't imagine that a certificate would be good for any job you would want to be applying for. Just include your wpm and typing accuracy according to what website in your resume
