does anyone know if it's possible to inject them and then convert to .app installation format to be able to install it to wiiu menu as long as it has sig patches?

Yes. Use https://shunyweb.info/convert.php
Dump your DS VC save using Saviine to have a filename (it's pretty long) for copy & pasting later.
Input your R4i save into that converter, pick R4 for Source format, pick RAW Format (auto detection) for Target format, hit Convert.
Copy the original filename of DS VC's save and paste on converted .sav.
Rename a file extension .sav to .save.
Then inject your save with Saviine.

Could I get some help with saviine? I tried dumping but it didn't give any kind of prompt or whatever when I launched the title after launching saviine.

You need to put your IP address of PC when launching Saviine. To find your IP, go to cmd, type "ipconfig", grab the IP beside "Autoconfiguration IPv4 Address. . :"
