Hardware Transfer game from one HDD to another issue

So I have Bayonetta 2 on one HDD and it says it's 14 GB. The other usb drive I'm transfering too has 16 GB free. But it won't let me transfer it says it needs 19 GB of free space. That makes no sense at all.

Hello,
The USB supports never make exactly the format given by the manufacturer. They are always below the volume give. I advise you to take a larger USB support.
