Got it. Thank you for the quick feedback. Correct me if I'm wrong, but the steps would be to:

1. Get a save manager and back up game save data on device 1
2. install ntrboot on device 2
3. system transfer from device 1 to device 2 after ntrboot (this is to transfer NNID)
4. reinstall CIA's (using the same CIA previous downloaded should be fine, right?)
5. reinstall save manager and upload backed up game saves
6. Reboot (I'm assuming)

What save manager would you recommend for PKMN X/Y/Sun/Moon? Those are the only games I'm attempting to keep my game saves for

You can use JKSM or checkpoint

Makes little difference

Backup your saves to be safe

But system transfer will transfer the installed data but will not transfer ticket data, so it’s possible to transfer everything and reinstall ticket data then have it work again.

Still to be safe backup the saves Incase it does not work
I had all my data transferred over once I installed the tickets on the new system everything worked
How do you reinstall tickets? I've seen an option for something like that on one of the apps (I think FBI or Freeshop, can't remember)

Are ticket reinstalls a better way to get the CIA + GS back than using a save manager?

Your better to reinstall the games and import the saves.

The reason is the files get fragmented when transferring between systems.

You can backup tickets using godmode9 script provided on 3DS.guide then restore then using fbi

The files won't get any more fragmented than they already are, and if moving from one SD card to the other that will actually try to defragment the files that are being copied.
