That, it does. Even the DLC that's timelocked/placeholder in the server. But the moment a download is put as suspended, and have the trashcan icon to delete the DLC, you already have the DLC, technically. Most 3DS games have access to download the DLC within the game. So, you do just that. Also, because Echoes is one of those games with timelocked DLC, do not press the button to download them all, for you will get errors, just download the DLC that's already unlocked based on the season pass schedule. Oh, and don't go to the Title Screen's Extras menu to manage the DLC. Do it from the world map. Connect > Manage DLC > Purchase DLC > Purchase Content. And just download anything that's available there. That's because this section filters out all the DLC unavailable to you, while the Extras menu just shows you all the DLC you can't have access to yet (and at all, because I've seen some bugged names listed, too). Which is a side-effect of downloading DLC from the app in question. It attempts to download ALL that is flagged as DLC for the game. That includes placeholders, which may or may not be usable after a future update.
