Ripped backups have files removed from them. This can include dummy files (blank data to take up space), music, videos, extra languages, boot.bin, and the update folder.
When it says they are downsampled, it is referring to audio and video in the iso. The video and/or audio (usually background music) has been converted to a lower quality and reinserted into the iso to save space.
Ripkits are available for some isos to rip and/or downsample files in your iso for you. Audio and video are converted in a certain way in order to have the best quality to filesize ratio.
You can also get unripped isos and rip them yourself with UMDGEN 4.0. This way you can take out what you don't think you need instead of relying on ripkits. I'm not sure how you downsample things yourself though.
