I don't think I mentioned the 3dsx version at all lol as I'm an A9LH user naturally I would be using the payload version and that's what I'm talking about

You keep mentioning your firmware version, which indicates you're either running the 3dsx or don't understand how a9lh payloads work. If you're running the a9lh version it runs before the main OS, firmware version has no effect on its behavior.

You can tell this us true because when you hold the assigned button, (it's in the filename you set), Decrypt9 takes less than a second to boot up, much faster than the rest of the OS loads.

Edit-If you have the A9LH version, it should be a .bin file, not .cia or .3dsx
