Hacking Puzzle Swap data saves to SD

I have one of two questions to ask.

1. Is it possible to get a hold of someone else data to get all of their puzzle pieces assuming they have them all?

2. How does spotpass work in the plaza, can I receive other Mii's to gain new puzzle pieces or use them for Find Mii?\

1.Can't do that. Nintendo's per-console encryptions be proper hardcore.
2.Nobody knows how to get pieces via spotpass. I think you mean streetpass, and yeah, you can get pieces from other peoples' Miis by walking around town.
