.Net 4.5 is included with Windows 10.
Rebooted several times since installing Windows 10.
Turns out, 7-zip was registered to open it, though it's not a file association. Hmmm. Weird.
If it registered then it's your problem that stop tool working...
Need delete in register all associations with it

Install problem?: If you have installed vpk viewer or winrar auto open vpk when you double click on it, then you need delete association first: https://www.google.ru/webhp?sourceid=chrome-instant&ion=1&espv=2&ie=UTF-8#q=delete file association windows 7

Installation: Download, unpack, run with admin and press install, reboot pc

That's what I did, and it's still a blank icon. If it were registered to anything, it would have that program's icon.
Nope, it was registered for me with winrar and don't install (it's dont open with winrar and don't have icon). I deleted association and reinstall it, now it works

Like I said, it's NOT registered to anything....
Then it's only you who can find why it don't work for you.
Because to work, you only need really 4 things:
1. Windows
2. Lastest .Net FW
3. Not have any assosiasion with .vpk
4. install it

If it's as simple as that, why doesn't it work? I followed those steps exactly. Windows told me dotNet Framework 4.6.2 is already installed. I deleted the three registry entries for .vpk. I found no more. I then reinstalled the extension and rebooted. No dice.

Ok, I got it to work, but I didn't realize that I wouldn't be able to delete the installer or its folder after installing it, and I had it in a bad spot. How do I uninstall this thing so that I can put the folder in a proper place so that I don't need to delete it after?

You should also have a warning BEFORE installing it that you can't delete the installer or its folder after.
