Homebrew Problem with injecting FBI into H&S

Hello I have been trying to hack my 3ds using this guide :https://3ds.guide/installing-arm9loaderhax.
And I am stuck at step 5, I made everything as it says, but FBI in not installed. I tryed using injection helper, also i tryed using https://3ds.guide/troubleshooting#gw_fbi but in this folder i have only 1 file with .app and 1 with .tmd. I have newest 11.2.0-35E firmware. Hourglass9 is latest version.

I made those 2 files and put them into files9, and root but it doesn't change anything. Maybe i am doing something wrong, here is log from hourglass.

Seems like you're reinjecting the same one you dumped. Why not just use the Universal Inject Generator that @Hyoretsu suggested? Extract the zip, place FBI.cia and hs.app inside the input folder and run the go.bat. (Keep your old hs.app somewhere else so you don't confuse them). Rename the output file "withbanner" to "hs.app" and put it inside files9 (replacing the old one). Then run decrypt9 and inject the new hs.app. It should work fine.

If you have issues, decrypt the .cia with D9 first, and then inject it into hs.app.
