Is it save for me to get and use the official PokeBank app with my Luma / A9LH DS?

Can I get PokeBank directly from eshop or should / can I get it from Freeshop?!

You can get it from either place and yes you can safely use it with a9lh.

I don't know if this is what you were thinking, but getting it from freeShop won't let you use the Pokebank/Mover services for free.
