Well, not sure if I did it right but, I tested continuity with my multimeter between the D- D+ pins (right next to the USB port) all the way to the other side of the board and they beeped fine...I'd buzz through the D+/D- USB data lines to make sure the ESD protection isn't damaged or causing a problem. Also with the back off, you can pop the EMMC off which will guarantee RCM boot without a jig....

I already put the motherboard in another full case... the behavior is consistent, unfortunately! :/Are you sure the rails aren't damaged in some way?
Sounds like it could be an issue there, as if the jig isn't doing what it's meant to be doing

"Can you confirm you tried popping the EMMC off to force RCM?"This really is an interesting one. Can you confirm you tried popping the EMMC off to force RCM? I've had some Switches that are really sensitive to the length of cable from the USB port, so you may have a tolerance issue here.
I had a Switch with a similar issue, and I discovered the tuning crystal next to the PMIC was causing RCM to fail, although in this instance my machine didn't boot at all, whereas yours does....
NirSoft USBView tool would also confirm whether the driver is activating and the PC is detecting your Switch in the first instance.

Just to mention again, this console was jailbroken before but once the client removed it to go "dual boot" it never injected payload again.

Ahh! I see!Sorry. I wasn't clear! If you unclip the eMMC daughterboard on the motherboard, then the TEGRA will automatically initiate RCM mode without needing a jig and complicated keypresses. It allows you to take a multitude of variables out of the equation as you test.
