I was thinking of getting a brand new psvita, hoping custom firmware had progressed a little. Looks like 3.51 was the last native vita homebrew version?

Does anyone know what firmware a vita would be if I went to say.. Best Buy and picked one up?

See here: https://gbatemp.net/threads/what-firmware-do-new-psp-vitas-have.443497/
And what you want is https://henkaku.xyz/ (from a group including the guy who made Rejuvenate. Which became outdated with HENkaku)
You should also take a look at https://gbatemp.net/threads/henkaku-homebrew-the-listing-of-all-vpks.436535/ and the 'PS Vita - Hacking & Homebrew' subforum in general.

You can also find everything needed for development on the HENkaku website (or you can use the Lua Player Plus Vita if you want to develop with lua)

No, it's 3.60. HenKAKU grants you native access to almost (if not every) all VITA functions.
Including homebrew, and what a lot of people want it for, playing *backups*.
