The program is currently set up to read from SD/CF and some neo carts (hunters post has it all there), whether newer carts will work remains to be seen as they could well use different access methods (for instance the M3 or supercard between all the various incarnations).
As for the region question: http://www.zophar.net/utilities/transutil2.html seach for segatool, I do not know if it will work for you but this program is the GBATA of Megadrive/genesis roms.

I'm just wondering has anyone tried using this on an SC Lite or EZ4 Lite? I just want to make sure it works. I'm gearing up to play Alexx the Kid and Kid Chameleon once I get some flash cart. Lol.
