Hacking need help with n3ds downgrade, oot3dhax

Hi, I've been wasting hours trying to figure this out by myself, but I just can't seem to do it.

I have
1. o3ds xl on luma with a9lh, 11.2.0-035U
2. n3ds white edition on stock 11.1.0-34U

been following this guide

all was going well until
Section IV - ctr-httpwn
where I had to use an exploit to run homebrew launcher so it can take a system transfer.

I didn't have any of the exploit games, so I went out and bought a nintendo selects zelda OoT, to use oot3dhax.


This is where I got lost. running sploit installer on the source 3ds gives "Failed to download payload Error code: FFFFFFFE"
I looked that up and learned that I can use a offline installer, but I don't know what files I need and where to put them.
Any help you can give will be much appreciated. Thank you!

You can update the stock console to 11.2, DSiWare downgrade will still work.

So I updated the target 3ds to 11.2.0-35,
then I figure I probably have to re-do steelhax to that version before system transfer.
Now the steel installer is giving me the similar error about failing to download payload!
current status :
Failed to grab payload url
Error code : D8A0A046

so I'm kind of back in the same place, haha.
