Camera, Maps, Music, Video as frickin' Homebrews?? I've never seen those! Tried to look them up on Google, but none of the apps nor Team Mii has results, that have anything to do with them!

They're not real. They were just placeholders.

They're placeholder icons by Arkhandar, sorry to get your hopes up
The closest things to them are these:
Camera (Need to compile)
Music and Video (Limited in formats supported)
And well maps... that's not really necessary on a 3DS, maybe going to Google Maps on the web browser would work

There's are a lot of problems with that. :/
1. It's laggy as Hell
2. It doesn't display properly on a 320x240 screen
3. I can't access the browser, because I'm still on 10.1, and as soon as JustPingo's exploit is released, I'm gonna downgrade anyway.
