because I don't know how
NCGR, NCLR, NSCR, NANR, and NCER.
I can tell that the NANR is an animation file, so i'll take that off the "translation" list.
so NCGR, NCLR, NSCR, and NCER files should contain graphics. Any apps to see/ translate them?
and any tutorials?

NCGR = Tile File
NCLR = Palette file
NSCR = map file

Just open the NCGR file with a Graphic Editor and look inside it.
basically the 3 file are use for one image. You just need to change the Tile file.

There are several applications with support for them (including NANR),

Crystaltile2 is the main one for most people.

Tahaxan also works although it is not as developed:
http://tahaxan.arcnor.com/index.php?option...=31&lang=en

See also the specs at tahaxan:
http://tahaxan.arcnor.com/index.php?option...ult&lang=en
Some more specs:
http://llref.emutalk.net/nds_formats.htm

As StorMyu says though assuming they are not compressed (not done as often as I would have thought) you can use standard tile editors to view them/work with them. The DS uses the same formats as the GBA (GBA 4bpp and GBA 8bpp, note that 8bpp was not all that common on the GBA so some tile editors have left it out) so most GBA era tile editors can view them and you can usually snatch a palette with them as well (sometimes they have to be in the same file but that is just a matter of copy /b )
I like Tiled 2002 myself: http://home.arcor.de/minako.aino/TilEd2002/ but tile editors are a bit like hex editors and having a bunch is usually good and similarly everyone has their chosen one for basic work.

Finally there are some susie plugins- susie plugins are a plugin format used in many mainly Japanese picture editing tools, I wrote about them in this thread: http://gbatemp.net/index.php?showtopic=162863
To the best of my knowledge that is the only real way of getting "general purpose" tools to work on DS formats without conversion to an intermediate format.

Most susie capable apps should have rudimentary editing capabilities and more importantly saving abilities- nothing stopping you saving as a BMP, PNG or (lossless) JPEG and importing that.

Personally if I was going to use something like photoshop I would just export them normally via crystaltile2 (quick how to on crystaltile2: http://gbatemp.net/index.php?s=&showto...t&p=2641950 )- get the image displayed in crystaltile2 tile viewer, highlight the sections you are interested in, press the edit pulldown menu (second one in). When you are done select the first tile in the image and press import on the same menu you used to export it.

Do note that if you apply a map then some tiles can be reused across the image (blank tiles as a background/title screen are great fans of this) so if you change one you change them all.

I would avoid using the susie plugins as a conversion method- stick with crystaltile2 all the way for that. The susie plugins are good for basic image editing that is a cut above the average tile editor but if you want to use something as high powered as photoshop or GIMP then the fewer conversions the better.

You also have to consider that unless you are using bitmap images (not unheard of but most are palette images) you may well run into palette issues.
