Android Moto G7 HDMI output to non-smart TV?

So, recently, I bought a USB-C to HDMI(it also has USB 3.0 and USB-C female ports) adapter. The thing is, when I connect it the HDMI to it, it does not show up on TV...

Would like to know if there is anything I could do? It would be even better if it doesn't require root.

I tried to find ways to make it work, but nothing really straightforward for me...

Is that really the only way? I am running away from Chromecast... Really, almost everything I see are Chromecast solutions.

Is it because of Software limitations, or Hardware? Or both?

The phone has no output via usb c port to hdmi, so you are stuck with casting it to a screen.
