If you are comparing a9lh to a life jacket, then that is as risky as it sounds because a9lh is not needed in the beginning. Using a9lh requires you to enter the ocean, which is added risk.
Well, the ocean is piracy so..... if you want absolute safety then just buy your games and don't bother with CFW.

Why would you decide to go sailing, and put on a life jacket as you were told to - then panic about having a life jacket on and want the option to remove it? If you don't like wearing life jackets then you shouldn't be on a boat. Likewise if you get panicked about the safety of a method that makes it safer to use CFW (i.e. wanting to do the dangerous stuff and get rid of the thing that actually makes it safe) you should stay away from CFW.

Another analogy could be you want to go on a roller-coaster at a theme park but you're afraid of getting lead poisoning from the metal bar so you want to have the option of riding without it.
If you don't like the metal bar you're better off staying away from roller-coasters, assuming you also don't want to end up splatted on the ground.
