First of all I would recommend that you learn to program, any simple programming language (javascript, python, ruby, dart), then go to a more complex one like c/c++ and after that you will understand the documentation of the tools of development for the 3ds.
Out of curiosity, what makes C complex compared to the 4 you listed?

If you have 0 programming experience I would totally recommend learning another easier language first (JS is very similar to C++ in terms of syntax) and then going from there. Adding a step with compilation and having to deal with memory and all that gets wayyy too complex. Whoever did the port is very nice and seems to have made a separate folder containing all of the Wii related code. Your first step in porting would likely be just reimplementing that into something compatible for the 3DS..
