It use incorrect journal size equal to save size. So almost every time (exclude new file writing) half of allocated space is not used.

Are you sure that is a bug? The cache journal size is set to 0 in the NACP for JD. How else are you supposed to know what to set the journal to? Setting it to the data size is a conservative solve.
