Hardware Is there a way that I could transfer my old friend list without doing a system transfer?

Exactly one year ago, my 3DS XL broke in half because I dropped it on gravel. Obviously, there is no way that I could do a system transfer to my New 3DS. I've done a Nintendo Network ID transfer in the past to my other broken 3DS, but it did not transfer my friend list. Is there a way that I could get my friend list to my New 3DS? Because I bought a New 3DS, I will not be sending my old 3DS in to Nintendo since the process is so expensive and it might not even be able to be fixed in the first place. The only thing that I am concerned about is my friend list, and none of the software that I lost in the system memory matters to me.
