That depends whether you have been online after upgrading which you probably have. Then you risk a ban by downgrading.
But why do you want to downgrade in the first place?

Technically... yes, you can. However, there are a few reasons that you don't want to:
Firstly, assuming you are talking about synand and using it to go online, you will most likely be banned if you downgrade.
Secondly, your game card slot will no longer work below firmware 12.0.0 as that update contained an update for the game card slot that you cannot revert.

There is no point to downgrading OFW, as you won't be able to launch it without Hekate/Atmosphere. Keep your OFW legit and use emuNAND.

Why downgrade? While I will admit CFW and homebrew are a bit more stable on 11.X, downgrading presents as much if not more problems especially since Atmosphere already supports the latest firmware.
