Hacking Howling Theme Tool Region Free?

I have a Pokemon N3DS coming in I want to use, but there are some Japanese themes I grabbed in CHMM format that I'd like to use on this smaller US unit. Can I use ANY theme with Howling Theme Tool and install them on my US unit or must I stick with US themes?

Yes it will. What I'm basically asking is can I combine US and Japanese themes that are in CHMM format together in one CIA with Howling Theme Tool and install them on a US N3DS with A9LH and Luma

Decrypted themes (body_lz + bgm) are inherently region free, only themes assembled into a home DLC are region locked (and only because different region Homes have different titleids)

    I've owned both iPhone and Androids over the years. Both are just as good, other than Apples higher price. I'm currently on Android, Samsung S21 I think, and very happy with it.
