ROM Hack how to make the CIA from my eShop .apps?

Ok, I want to make a CIA-backups of my Unchained Blades and NightSky.

I've already created xors, using rxTools. what to do next?

I need the CIA, from which I was able to extract romfs files

I am getting this when trying to create cia:

Open up the apps you think are decrypted in hex editor. if there is no 'NCCH' at 0x100, then you didn't decrypt it correctly.

Yeah, it seems that something wrong

I created xor using different programs 3DS_Multi_Decryptor and exTools, both programs have created identical xor.

After that I applied xor using padxorer.exe https://gbatemp.net/threads/patch-dlc-converter-sd-decryptor-guide-originally-by-tjexp.374048/

You didn't show what was at 0x100 but I assume it's wrong anyway.

If you have an old 3ds I suggest using rxtools to decrypt. It skips the unnecessary xorpad stuff. Easier.

I can only generate xor using rxtool, when I select decrypt ctr titles - it displays "0 titles are decrypted" and nothing more. probably this only works with roms, not with apps.

if you want to extract the romfs, why do you want to create a cia?
just extract the contents from cdn (or your sd card).

your title says you want to make a cia, but your post says you want to extract romfs. they are different things
