I know i can't install it but i wanted to know how i can create a custom theme cia. I can extract a theme cia but i don't know how to repack it. I hope you can help me

Sorry for my bad english. I read the thread but they use the method with the ExtDataTool and don't make a cia

If I recall correctly, you can use Howling Theme Tool to create CIAs for custom themes. I've made a tutorial that should hopefully help you get started with it, as well as the other methods of installing custom themes.
