But isn't the home menu a CIA? and there's absolutely no way to forward a cia to run at launch?

maybe. I vaguely remember someone saying they got the miiverse applet to boot the homebrew menu. As for a menu replacement I don't think that's ever been tried.

Both should be possible, but afaik have not been done.

The browser can be launched like this (note: 0x114 can be replaced with APPID_WEB), however it has some issues like you have to immediately exit the app and if running as a 3DSX clear the chainloader iirc, the app cannot keep running in the background. I've tried to get it working properly without closing the app for Universal-Updater, but haven't been able to figure it out...

This also doesn't seem to work at all for any of the other system applets, they just crash.
